Evidence matters
If software interprets a requirement, the person reviewing it should be able to see the source.
We build focused tools for administrative work that is essential to construction—and still far too manual.
Project manuals are long, repetitive, and inconsistent. Yet teams still need to turn them into a precise working register, usually under schedule pressure. SubmittalsHQ exists to make that first review faster without making it less accountable.
SubmittalsHQ is a product of Morton Technologies LLC.
Morton Technologies also builds PayAppPro for payment applications and LienWaiverPro for waiver workflows.
If software interprets a requirement, the person reviewing it should be able to see the source.
A concise, accurate action title is more useful than copied boilerplate.
Good automation directs attention and reduces clerical work; it does not hide uncertainty.
Construction teams have sophisticated platforms for routing packages and recording review outcomes. But creating the original list of requirements often begins with a person searching a PDF, copying headings into Excel, and trying to reconstruct context from fragmented paragraphs.
We believe that work deserves a purpose-built process: structured document extraction, clear evidence, focused automation, and a review experience designed around construction specifications.
SubmittalsHQ is not positioned as a replacement for every document-management or project-management system. It focuses on processing specifications and creating and reviewing the register.
That focus lets us pay attention to the problems that make this work difficult: hierarchy, vague titles, duplicates, missing actions, classification, grouping, and source traceability.
Section numbers, pages, paragraphs, hierarchy, and exact evidence should remain available. Automation should not erase the source it interpreted.
Ambiguous requirements, possible duplicates, and grouping decisions should be surfaced for review rather than hidden behind a confident output.
The measure is not how many rows a system can generate. It is whether the resulting register is concise, understandable, verifiable, and easier for a project team to use.
Morton Technologies LLC develops practical products around document-heavy construction workflows. PayAppPro supports payment-application preparation. LienWaiverPro supports waiver workflows. SubmittalsHQ applies the same focused approach to specification processing and register creation.
These related products are linked here for transparency and company credibility; they are separate products with separate purposes.
The current product workflow accepts a project manual, detects and reconstructs specification sections, identifies potential submittal requirements, and creates a reviewable register. Reviewers can inspect source evidence, evaluate confidence, correct actions and classifications, and resolve suggested merges, splits, or suppressions before export.
We describe the product around those capabilities. Downstream routing, design-team approval, procurement tracking, and field document control remain outside the present product scope.
We use real construction-document structures and review decisions to shape the workflow. The goal is not to make specifications sound simple. It is to preserve their evidence while reducing the clerical work required to turn that evidence into a project control.
Feedback from contractors and trade partners is especially useful where authoring practices, PDF quality, project procedures, and packaging conventions vary.

We are currently onboarding teams directly. The get-access process lets us understand the team’s workflow and demonstrate the product around an appropriate use case.
They are other Morton Technologies construction products and establish the company relationship. They are separate from SubmittalsHQ and do not share one combined workflow.
